Rules and Regulations

Security

As a representative of the security services on Babylon 5, you must maintain good conduct at all times. We operate under a policy of containment, not confrontation. SOP is, whenever possible, to contain an incident before attempting a resolution. Only in major disturbances will a "raid group" storm the area. In these major incidents you may be required to join colleagues in a search of the premises if there has been no contact with perpetrators. Elite weaponry squads are on around-the-clock callout, but you may be required to make shoot/no shoot decisions yourself, as illustrated in training.

In your training you will experience realistic security simulations, for example, Scenario Fifteen, in which an armed person barricades himself and a number of hostages in a room. (The object is to retrieve the hostages unharmed, and the kidnapper alive if possible.)

Training will include methods of dealing with armed persons, modes of restraint, removal from the civilian vacinity, and provision for maximum self/civilian preservation.

The outcome of given circumstances is determined by split-second decisions. Learn to make good ones : Lives depend on them, not the least of which is probably your own.

You will get regular refresher training and the opportunity to obtain advanced training, including ambassadorial protection and the use of multiple weapons agains single/multiple targets.

The Security Services on Babylon 5 Have certain powers:

* Powers to stop and search for a variety of offenses, including stolen or prohibited articles.
* Powers relating to entry, search, and siezure.
* Powers of arrest, with and without a warrant.
* Powers to detain and quesion(period of detention before arrest is limited in relation to the crime being investigasted).
* Powers to obtain evidence reating to crimes(e.g., prints, stomach contents, body samples).
* Powers to limit access to sensative areas.

It is due to the wide range of areas covered that you may find yourself stationed in Customs before being moved on to crowd control, shoplifiting patrols, ambassadorial protection, or even the Emergency War/Attack squad on callout.

There are various safeguards in place to prevent "overenthusiasm in the pursuit of duties," including supervision and complaints procedures. There are specefied procedures for supervision, necessary grounds for action, and codes of conduct.

These rest on three basic principles:

* Making a suspect's rights clear and known and making police powers unambiguous.
* Making a clear line of responsibility for actions, including the welfare of suspects being held.
* Making clear and comprehensive records, which will be made available when needed both to the suspect and to the authorities.

Anyone is entitled to make a complaint about the security on babylon 5, be it a general complaint or one specifically relating to an individual or incident. Complaints made are logged on to the station computer and passed to the chief of security and the station commander. Each is considered individually, and the necessary action is taked. No one is above the law.

Customs

If you are posted to the Customs Area, you should wear a name badge as well as your indenticard and link, etc. You should offer to help repack bags if you have unpacked them while searching for contraband items. All straigtforward claims should be referred to the customs staff, which should settle them within ten working days. If you need to do a search, you should mention the rights of the individual and the reason for the search (whether routine or due to suspicions). In tandem with this, you should also be conversant with duty and tax as you will no doubt have to explain this at some point (if taking money, also remember to give a reciept).

The ONLY exception to these rules is the Vorlon race, which has unlimited acess without the usual customs rules. You will know the Vorlons by their unique encounter suits, full details of which can be found on the computer.

Besides the usual items, the following items are banned on-station:
